Hi. Installing headlights so I seem to recall that there is no gasket between headlights and fender. But I’m second guessing and want to be sure. It’s the four hole type and all I see are ones for two. Was it a grounding issue?

The 1940 headights had a rubber gasket I think, pretty much as an anti-squeak. Earthing via bolts should be unaffected.

Yes there is a thin rubber gasket. I've never seen any repro available. I bought some thin rubber sheeting with a paper peel off sticky coating on one side to make mine from. Ebay of course. I suspect otherwise you'd have to find some sort of rubber supply warehouse place to source it.
