It was installed as an emergency shut off in case the front brake hoses were damaged or broken by driving over rough terrain or debris. It prevented loss of brake fluid should the front hoses be torn off.
Most of these shut-offs are now permanently stuck, and are in a difficult location to service. It is better to leave well enough alone as any attempt to service the valve may create additional problems to 60 year old brake lines and fittings. The shut-off is a non-standard fitting that is not available at your local parts house.
